A university is not only a citizen-demanded building, but also where the empire clones technology disks for any building while also having the same breakthrough chance as all other research.
Research
The university only researches its TL and below of like industries to the same level of the university itself. For example, a TL 3 mine researched by a TL4 University will be TL3 disks, once the mine is upgraded to TL4, the university will clone TL4 disks, but not TL5.
The estimated maximum amount of time it'll take for a breakthrough can be found with this equation
Time(Seconds) = Time for Each Process(Seconds) / Amount of Processes / 100
So if you have 8 processes at 7:25 per process it'll take you 93 minutes maximum to hit a breakthrough unless you're unlucky, but the chances are you'll hit a breakthrough before the 93 minutes.
Officer
Universities are also one of the three buildings required for an officer to spawn. The other two are an airport terminal and a spacecraft factory.
