To declare a city your capital, open the Governance (F12) window, scroll to the ''Places'' tab, and select either "Declare Current City to be Empire Capital" or "Declare Current City to be Sector Capital", depending on whether you want your city to be the empire's capital or your current sector's capital.

When in the chain of command for a [[city]], you can control production from the capital building. Simply stand on the capital building's plot and open the Labor (F10) window. This window displays all of the buildings, with their location, distance from you, [[TL]], and number of levels. By selecting a building, a traditional labor window appears in the lower half allowing you to run/change any of the manufacturing processes of that building, including construction. There is a refresh button in the top right hand corner of the window.

A capitol building acts as the town hall for a city. It is the seat of government for the city.

City

A capitol is used to start a city. When placing the capitol, a popup window will appear asking you to name the city. If the sector and/or solar system isn't named yet, you will be able to choose a name for them too.
Note: All these names can be changed later if so desired.

Jurisdiction

A capitol has a small radius around it that establishes its jurisdiction. only buildings inside the jurisdiction will be part of the city.
