Government debt is when the government of an empire owes money to an avatar. In most cases the government debt functions as the avatar's salary and accumulate from working labor.
To some degree it can be considered the opposite of a loan.
There are rare situations where the government will offer government debt on behalf of a city, such as when the city has no money and really need the trade.
Redeeming Government Debt
An avatar can collect government debt by visiting a bank that is owned by the empire. Income tax is collected off government debt when it is redeemed, at the current income tax rate of the empire.
