If I as an Empire where to manufacture mass amounts of Bullion would that in turn increase the Government Debt I as an avatar can collect from the bank as income?

Government Debt is money the empire owes an avatar and it's usually in the form of working labor. So building things at the labor screen. It's a way for players in the empire to collet payment for their work. Working a workshop to mint bullion will not make you any more then building something.
