The cloud cover seem to be permanent at the poles of my new ringworld. This might also be an issue for normal worlds.

Deantwo is at the location. Also home to the Sacred Base.

I checked five or so ringworlds. I did not observe this phenomenon at any other ringworld. It appears you just got a lucky combination of atmosphere density and water vapor in the atmosphere.
