Harvest by bay doesn't show correct bay options when not onboard

This has never been possible. There has always been some orders that you couldn't really do when not on the ship.

But it could maybe be part of the "Sensor Contacts" function? But it would still be confusing if you are onboard another another spacecraft while you are trying to give orders.
