Since that bug report was never moved to the closed bug reports, and I remember no such fix being done. No.
If I were to guess it is because you are looking at solar systems that are very old, likely generated before the last generation changes. Or less likely, the system seeds were screwed up because a new-player spawned it in after you had surveyed it, or vice versa.
