If you mean the color of the indicator, then I think it is colored based on city events, not current morale.
It would maybe be nice if the morale had a separate color indicator. Then instead of the current color indicator for distress and events, use the old icons from the mails.

More along the lines of doesn't affect birth rates enough.
9 born with a population of 257 thousand is really low.
So I guess the issue is mostly that birth rates aren't being reduced to 0 and thereby totally stopped.

Realistically moralle often does not reduce birth rates, however will increase crime and death rates.
