Since cities can now fetch from any connected city in the solar system, this is no longer needed.
I forget if stores (retail store, grocery, cantina) can fetch from other cities when you shop there, but those buildings already fetch and locally store a small amount of the commodities they sell.
I think broker is the same.

That wouldn't be fixed with what you suggested though.
And when a building fetch to storage it is already replacing lower quality commodities with higher quality commodities when needed. If they aren't doing this already, it is a bug and should be fixed. No need to implemented a new feature to workaround a bug that can be fixed.

Which returns us to the previous question: If you don't understand, how or why some ingame mechanics work, post a thread in Cantina, asking for clarification.
