Currently the construction window simply list all valid building blueprints for the selected building type, and has some limited options for filtering the list there.
This still means that the list is very long and confusing, especially for new players.

I suggest that each empire get a list of building blueprints that will appear on the construction window. The emperor (or government official with specific permission) can add public building blueprints to the empire's list of building blueprints from the building blueprint exchange.
This will allow the empire leader(s) to define a theme for the empire for members to follow, and limit the amount of public building blueprints available to a new player before they know what is what.

If a non-emperor player need a blueprint that isn't in their empire, they just burn the blueprint onto a disk/media and use it that way.

I agree with this idea.  Having a way to sort though blueprints to just the ones your empire uses would be an amazing thing.
In relation to tutorial and new player experience, we could even make new players (empire 0) start out with only very basic building blueprints list.
So for example when you first start out you only have the Quarry and Pioneer Cabin available in the construction list.

The tutorial could then even slowly add more building blueprints to the construction list. Or it could be a requirement to form an empire in order to get more building blueprints. Unless they manually burn the blueprints onto a disk that is.
I didn't see this suggestion at the time, but this is a great idea! Especially the tutorial bit, that would reduce confusion for new players seeing dozens of random buildings as options for every building type. It would also make my life a whole lot easier to not have to sort through a list of buildings that's getting longer by the day. If the steam release does increase player counts significantly, I imagine that the building list will quickly become almost impossible to pick out good ones in.
I like this idea. I do find myself reusing what works for me, but have also talked to others that wanted to create an empire theme from the ships to the building style. This would help with the immersive quality of the game that some are looking for.
I too would like to see some ability to set default buildings, for habitable, and hostile worlds.
Right now building involves way too much scrolling, clicking, and selecting of building types, and lots of redundancy.

The blueprint exchanges also take far too long to load, for every time. They really should be cached locally, and only download what has changed/delete what has been unpublished. Right now it is impossible to play over a slower connection, Hazeron used to work very well on 4g, etc. and now it does not work at all unless on cable or fiber, because of the design load.
1. More filtering options in Blueprint Exchange, like in construction window (hide by emperor, minimal rating).
2. Not automatic download all free public blueprints, untill it was requested from Exchange, or officially allowed as default.
