Exchanges now show the rating for blueprints, based on the thumbs ups and downs on a blueprint. The overall rating is provided by steam as a floating point number in the range of 0 to 1. It is described as, "The bayesian average for up votes / total votes, between [0,1]." The game translates that into a 0 to 5 star range, with halves. The tool tip on the rating shows the total number of votes.

To rate a blueprint, select it in the exchange and press the button to view it in the Steam Workshop.

There you can give a thumbs up or thumbs down, post comments, give awards, and other kinds of things.
Would be nice to integrate collections management in game. Currently it is possible via workshop interface. Select blueprint - view in workshop - select author - go in collections

This would be huge, so people like Phoenix could add all of their basic morale/industrial designs into a specific collection for easy mass-downloading, and could then separate further for 1k pop supports, 5k, etc

Yeah. I don't think it would be horrible if we have to use Steam's own interface to create/manage collections, but subscribing to them from in-game would be useful.

I believe that paid workshop blueprints won't work. Not sure why page in Steam is still up.
Paid creations were first introduced in 2015 in only one game, called "Skyrim". It backfired quickly, as people started to steal others free creations and charge money for them in workshop, put insane price tags for garbage or just begged money. People didn't like that
After couple of days Valve removed functionality and refunded all money. No more news since then
