specifically the 'Info" column.
when sitting at the capitol building trying to build a city from the capitols building window, the window doesn't refresh when buildings have finished being built, or if you've changed "Employ Citizen" checkbox.

This is intentional. The list does not automatically refresh, you have to click the refresh (broom icon) button to refresh the list manually.

I believe this was because it was almost impossible to use the list if it was automatically updated.

You don't need to rebuild the whole list on a refresh, you loop through the items and update each item.
the only time you'd need to rebuild the whole list is when a new building was added, and even then it's probably possible to work around rebuilding the whole list.
