I've got a ship that's submersible, however when I order it to land at my undersea city/airport it gets to the edge of the planets SOI then just stops.
I have to manually tell it to land at coordinates to get it to land at the city.

I don't know if I would call this intentional, but it is because crew hasn't be taught to land underwater at all. You have to do it manually, just like how you need to use artificial wormholes and dive into gas giants manually.

That said it would be nice if crew could do a few more of the mundane things.
