Empire 0 consider other as enemy

Since Empire 0 consider all other empires as enemy, they no longer export commodities to other empire's buildings or cities, and they are unable to build any new buildings when an empire player visit because of "enemy unit on world".

Why was it changed from neutral?

It was changed recently I believe. Villagers are now also considered enemy by all empires (including Empire 0), same with animals.

Also looks like this is having a weird side-effect with having a berth on a ship and dying/recalling.
I seem to just be sent to a random point on the planet that the ship is on.

I changed the commodity export policy for empire 0 to export anything to anybody.

Villagers are viewed as neutral by empire 0. All units of empire 0 view other units of empire 0 as neutral.

All units that belong to any empire view empire 0 units as enemy.

Empire 0 units view all units that belong to any empire as enemy.

If empire 0 people were seen as neutral, they could attack AI units without counterattack.

Empire 0 people have no empire. Real empires do not maintain a political stance toward individuals. Enemy is the only safe stance for an empire to take toward anarchists. Just as enemy is the only safe stance for an anarchist to take toward an empire.
