Damaged Warp-Drive doesn't report as Inoperable

Confirmed I am encountering this issue still. The damage report only says
Quote:FTL Drive 819, 99%
1 Antiflux Particles needed
No indication it is inoperable. Crew will not engage it. Drive is green in engineer console, button makes a sound when I try to engage it in the helm, nothing happens.
